Final update: My membership expires tomorrow, and the renewal page is still throwing the 503 error. Out of options, I ended up completing the renewal through the Apple Developer app instead. However, there's no way to obtain an invoice/receipt through the app, which is frustrating.

Update: My membership expires in 4 days, and I'm still getting the same 503 error when trying to renew.
