I believe you should go to Xcode and create new Swift Playgrounds App project, not a playground author template.

I think creating a swiftpm file is mandatory. Is there a way to create a book with .swiftpm? Not that I know of. When working on .swiftpm on Xcode that means we cannot import PlaygroundSupport right? So its just a simpler app / no pages?
