I'm having the same issue and can't seem to find any information on how to resolve anywhere.

Good afternoon I've struggled now for the past month. I eventually withdrew my enrolment and then did the whole process from start to finish on the Apple Developer app and IT WORKED! My advice is to only work through the Apple Developer app. I hope it works for you too.
