Hello. I had exactly the same problem but I solved it with the following sequence of actions. Perform a hard reset on Safari with clearing the cache combination cmd + shift + R on your Mac. Change the network. For example, if you are connected to the current wifi network, distribute the Internet, for example, from your iPhone and connect to its network. This should solve the problem and you will download the file. This also solves the problem with adding Web Auth configurations to Services ID.
