Well into March 2025 and still happening :( judging from replies and other threads, first timers appear to be experiencing this more than others. Eventually (days it appears) things get unclogged and the notarization advances beyond In Progress. this leads me to suspect that there is an initial human process for developer accounts attempting notarizations - and there is a backlog. mine is stuck for about 24 hours now, which is nowhere near the days that some are reporting :(
