Entered the 3ds code correctly and completed the payment.
Tech support repeatedly cancels my enrollment and asks to resubmit.
But this does not solve the payment and activation issues.
I am also unable to enroll through the Apple Developer App.
:enrollment through the apple developer app is not available for this Apple ID.
now I am stuck in a loop...
