This is the winner!!! The accepted solution may not work for most. The approach that works for my particular form of this problem (failure to pair Watch 3 with iPhone X) is to disable Bluetooth once you have started the pairing process. Others have posted that low power mode also works (it should, it disables Bluetooth).
