I have the same issue. Currently not able to even load the page options for wallpaper in sys prefs - though I have.a rotating wallpaper each minute on a shared icloud drive folder that might be causing a hiccup.. not sure. only an issue on mac mini m1. mbp 13in m1 still able to access wallpaper page in sys prefs. cheers, bh
