I had the same issue. It seems that the error is from Python 3.8 in Anaconda. (Virtualenv, the recommended approach, seems fine). The following command should be able to by pass the error: SYSTEM_VERSION_COMPAT=0 pip install tensorflow-macos tensorflow-metal
