I just ran into the same issue on my iPad Pro 12.9-inch (4th generation) Wi-Fi trying to update to ios 18.3.1 beta
Unfortunately, I have gone through the volume up, down, and power button about 100 times, and it went into recovery mode ONCE, and that's it (and that too at the Apple Store, but in 'recovery mode', it couldn't be detected by any of their MacBooks—an I/O issue? Then, it timed out).
Every other time (including when Apple technicians try it), it turns the screen off and then, three seconds later, returns to being stuck.
I don't mind wiping it completely clean and giving it a full factory reset, but I can't! (And neither can Apple's Genius Bar technicians.) Instead, I've just been quoted £650 to buy a replacement iPad (which, by the way, £650 for a 4th-gen 2019 iPad Pro??).
I've let the battery drain a few times, and there's no luck when I recharge it. It also does not show up when I plug it into my MacBook anywhere in Finder.
Argh!
