Bumping this thread for visibility. Our organization is exploring similar large-scale macOS test infrastructure, and we've hit the same constraint. We've tested both AWS and on-prem solutions, and the 2-instance-per-host limit is a clear bottleneck that makes it difficult to fully leverage or justify high end modern Mac hardware.
