For anyone still having the issue, your best bet is to contact apple support directly. For the people who have contacted, and the rep said they cannot assist further, just request to escalate the situation to a tier 2 advisor or ”development program support specialist“. They can see in the backend what the actual issue is. If the initial support doesn’t escalate it for whatever reason (though they really should), just request a supervisor and go from there. For me, the second time I called apple support, the frontline support fixed the issue, so sometimes it just depends on who takes up your call. But yeah escalating is likely your best bet.
