On my 26.5.1 pairing the CoreDevice tunnel stayed down (tunnelState=disconnected) until phone BT was off and stayed off, a toggle was not enough. Then devicectl install worked (--timeout 240; first bring-up is slow). Error 60 fits that precondition being unmet. If it still fails with BT off, that is clean evidence your 10.6.1 variant is distinct.
