Two years later I'm encountering the same issue. I manually added bluetooth permissions for it but it just crashes. @robnotyou it's actually an official Apple developer tool, though seemingly a forgotten one. You'll find it inside the Xcode tools packages on https://developer.apple.com/download/all/?q=bluetooth under the Hardware folder.
