Set up a new user on your mac log in to icloud with apple sandbox account go to settings > wallet & apple pay set an email (apple sandbox account email) set an address: 1 Infinite Loop, Cupertino, CA 95014, USA set a phone number: +1 408-606-5775 Try adding cards from https://developer.apple.com/apple-pay/sandbox-testing/ until some work for you, the 4th amex and 2nd visa worked for me.
