Does it work on a different iPad? Have you tried forgetting the device and reattaching it? (Settings app > Bluetooth > Apple Pencil > little round info button > Forget This Device.)

What OS is this? What do you mean by the app going into the background - do you mean when it's no longer the foreground app (or you've gone to the Home Screen); or that the app has actually gone into background mode? You need to debug your app and see what's happening at each stage of the app's lifecycle.

An awful lot of word salad going on here. Why not just change the passwords for your Apple IDs? Do you have physical access to the devices? Delete the certificates. Wipe the devices if you have to. There's no way a certificate would survive a wipe. Besides, the Developer Forums aren't the place for your issue.

However, Screen Time is a major feature of the OS so I'd expect it's likely already been fixed. It won't hurt if you raise a Feedback Report.

This is about the iOS 18 beta, so I'd say this is the right place to mention this. However, OP, this is generally expected. A beta version contains diagnostic processes that aren't present in a release version, so you should expect your iPad to be doing more than usual.
