Answering my own question. It appears that payloads of type "com.apple.management.organization-info" are automatically applied, and do not need to be activated. The error indicated that the activation was incorrect, as there were no declarations included - only the management.org-info. The was gleaned by re-watching the WWDC videos from 2021 onwards about DDM.
