Same here. The issue has been spotted on i) an M1, 2020 running 12.3 with an iPhone XR and ii) on a MBP 15 2019 runnint 12.3 with an iPhone 6S. 12.3.1 release notes doesn't refer anything about a potential bluetooth fix :(
