its solved. i deleted the beta app again. restarted my mac. redownloaded the app for the 3rd time. the only thing i did different this time is after opening the zip file, i clicked to open the beta app right there in the downloads folder. the previous 2 times i had moved the app to my desktop. this time it worked, closing the licensing agreement after accepting and verifying.

ok take away my developer privileges. not really, just a slap on my hand. i didn’t realize the simulator devices that don’t show a version next to it are 18. so i am able to run my apps via the simulator on iOS 18.

I reset my Mac and it now works. I redownloaded the Xcode 26 beta and I was able to accept the user agreement without issue.

with beta 4 out, i deleted the personal voice created with beta 3, restarted my iphone and updated to ios 26 beta 4. created a new personal voice in english. when i press preview in the settings app it doesn't say anything. in my text to speech app it doesn't use the personal voice created. it uses an asian sounding voice for english. i ran the voices app i created in xcode and got the following results for the personal voice created: Voice Identifier: com.apple.speech.personalvoice.B3D041B5-D3F1-49F5-8466-0284FE9AC342 Language: zh-CN issue persists. i'm updating feedback submission.
