We are developing CameraDirector, an iPhone application that controls external professional cameras through documented vendor APIs and reads back native recording state.
We want an AirPods camera-remote press to request record start/stop on the selected external camera, then provide audible confirmation only after the camera reports its state.
In external-camera control mode, the app would be in the foreground but would not be capturing video from an iPhone camera.
The WWDC25 session 'Enhancing your camera experience with capture controls' states that AVCaptureEventInteraction (or SwiftUI's onCameraCaptureEvent) requires an active AVCaptureSession and does not receive events when the app is backgrounded:

Is there a supported configuration for receiving AirPods capture events in this external-camera mode without running a local iPhone camera capture? Does an active audio-only AVCaptureSession qualify, or does event delivery require an active video-camera input?
If this is outside the intended API contract, is there another supported input path for this use case, or should we file an enhancement request?
We have not yet established an on-device AirPods result for this configuration. We would appreciate guidance on the intended architecture or a relevant sample and can provide a focused reproducer for an implementation issue.
