On Aug 26 I tried purchasing the USD 99 for the dev program. I tried this on 2 separate cards already from that date, and talked to support through emails until they started ghosting me. I haven't heard back from support. Payments apparently aren't going through entirely, even though those 2 cards i use frequently without issues. I NEED to be able to proceed with this. I've been trying to do this through the https://developer.apple.com/ site, since I don't own any apple device (Mac or Iphone). Last case Number: 20000148340869
