I am investigating this as an individual developer because I have a real roaming use case with an Orange France subscription. My iPhone 17 on iOS 26.6.1 automatically selects Salt when roaming in Switzerland, but at my location Swisscom has excellent coverage while Salt has very poor coverage. I understand that a normal third-party iOS application cannot programmatically select a roaming network. My question is specifically whether Apple provides any carrier-specific mechanism, entitlement, configuration, or integration that could allow a mobile operator such as Orange France to influence or configure the preferred roaming PLMN. For example, could Orange request that Swisscom (MCC 228 / MNC 01) be preferred over Salt (MCC 228 / MNC 03) when its customers roam in Switzerland? If this is possible for carriers, could you please tell me which Apple team, entitlement, or carrier program Orange France would need to contact or request? I am specifically looking for an Apple-supported solution, not a private API or jailbreak. Thank you.
