I got it working. I took turning off apple intelligence and switching languages from English american to English UK. I switched back and turned on Apple Intelligence. I did this a few times and it started working again.

I'm having the same issue after upgrading to 18.2 public beta on my iphone 16 Pro Max. The ChatGPT extension is also not appearing under apple intelligence.
