also happens when targeting older runtimes, e.g., 15.5 (and it's not "sometimes", it's basically every time)

thanks to "frameworks engineer" for reading the forums and actually responding. however, i agree with the commenters above, especially devshorts; this answer is not really an answer. it would be much better if we could get more info ... is there an existing bug for this? is it being worked on? is there some kind of best-practice workaround? etc.
