Maybe shouldn't have used the word "fixed." I was able to submit, but the problem remains and I cannot validate the bumped version either. Guessing it's swinfo, inside Xcode's ContentDelivery framework, and it hangs before it opens the package. Using terminal is the only avenue open at this point.
