Following up on this. It appears macOS does not add an entry into TCC.db for Xcode when I give it full disk access. It does have file access (Documents, Downloads, Desktop) but not Full Disk. Even though it appears in system settings. I tried searching for kTCCServiceSystemPolicyAllFiles in TCC.db but couldn't find it. Perhaps I should have looked in the system TCC but I can access that even as admin or with sudo. A bit too deep for me I guess :)
