I had same issue, I tried install older version of simulators 16.4 but it did not worked on Xcode. After quite search noting changed. Then I opened terminal type "sudo reboot". It is working now. I hope it may help.

Hi, I have same issue, but I was using Firebase messaging. XCODE->Pods then check target versions. I did changed to all of my target version which was 13.0 then it fixed. I hope this may help.
