Just realized that android studio ( the 2nd installed app on my mac, and the only two programs that request this permission ) also has the same issue. After restarting my android emulators have no access to the network until I kill all relevant processes and toggle off/on the permission. Is this a joke?

The issue still exists on 15.3.1 Having trouble to use this application: https://www.sharemouse.com/download/ The only other application that is installed in the system and requires local network access is android studio.
