here's how I fixed it:
set Region to US
ssh to my US hosted linux VM (find many cheap like 1usd per monthd in LowEndTalk comments) and setup there a tinyproxy or privoxy instance (apt get instal...), then ssh forward that port locally (ssh -L 3128:127.0.0.1:8118 user@US)
go to Settings Proxies and setup HTTP and HTTPS proxies to localhost:3128
enable amphetamine infinite session, close lid, go to sleep and
wake up with this welcome screen
