My company has been experiencing this same error ever since the new AMEX test cards were provisioned following the new year. It seems like we're at the mercy of waiting for Apple to address this error on their end.

6 years later and this is still an issue... it seems Apple is dragging their feet on Apple Pay sandbox support.
