i have found another work around that can help install above ios 18.4 and above. you need another mac that can download via xcode component. copy the image in /Library/Developer/CoreSimulator/Images/ to extenal drive after downloading it from working xcode. you will see the image in folder. then install using command line xcodebuild -importPlatform "~/Downloads/watchOS 9 beta Simulator Runtime.dmg" |(change file name to correct name) you are done.
