Noted this also, except that just about any app using iCloud Drive is not syncing reliably. I have several apps under development - One wasn't syncing for several hours, then it started working but another stopped. Notes seems to not sync, but works briefly after a reboot. Sequoia has NOT been a good upgrade!!!!
