Thanks for the response. I have seen conflicting reports on whether or not background fetch needs to be enabled and it seems to depend on the version of iOS. My issue seems to be related to https://developer.apple.com/forums/thread/690974.

Correction: I observed this issue both when the app was suspended and terminated (force quit).
