Yes, it would need to work on personal devices, not just school issued devices. Really what we're trying to manage/restrict here is personal device use.
I was hopeful that if an app asks for consent and a user grants that consent, it would be possible.
The research I've done and my limited understanding of it is that it may be possible if the user gives consent, and whitelisting is easier for system apps with universal bundle IDs and harder for 3rd party apps.
But I'm still trying to understand the feasibility, given my lack of software background.
