For anyone else banging their head against the wall, what I had to do was: Create a new test plan Set that test plan as the default for my scheme Commit those changes and have it build in Xcode Cloud If I skipped step 2 or 3, the new test plan would never show up. You can then set the default test plan back to what it was before.
