To reproduce this you should do this steps: Lock iPhone and make it idle for 10+ minutes; Send any message from third-party app that uses push notifications (WhatsApp, Telegram); You can see, that it doesn't deliver. It delivers immediately when I unlock iPhone or go to the app. This bug reproduces on iOS 18.7 and 27.
