I'm also having the same problem. I'm using Developer ID Application Certificate to distribute my macOS app via dmg file. From this month, I get "... app can't be opened" and this did not happened before with same certificate and same source code. What's going on? I've tried all commands (codesign, spctl, syspolicy_check...etc) and they all verify that code sign is done and notarize success.
