I'm getting exactly the same thing. Doesn't matter whether I attempt to clear purchase history on the https://appstoreconnect.apple.com/ website, or whether I do it from Settings > Developer > Sandbox Apple Account on iOS. They just don't clear... the entitlement keeps coming back in currentEntitlements. I'm amazed this bug is still around... I haven't done anything special, and I've got to think if I'm hitting it, everyone is, at least for non-consumables in StoreKit 2.
