I have this problem since the first version of Device Hub and it seems Apple doesn't care about this, anyway my only workaround is to download an old version of Xcode, before Xcode 27 and Device Hub, and go into the package and use the old Simulator app to open the iOS 17 simulators. To note that you have to start the simulator FROM the Simulator app, if you start it from Device Hub it will not work either way.
