I'm having the same issue... macOS is not pushing changes to server and also not retrieving changes, but happen for me either in Xcode or TestFlight... I'll try this.. thank you for posting!

Same for me... but even when I go to the app and become active... not syncing... did you find something useful? I'm driving myself crazy!
