Hello Paris, thanks for your reply. The 60 days grace period for the transfer of Sign with Apple users have long passed and the other account does not even exist anymore. TN3159: Migrating Sign in with Apple users for an app transfer mentions that the only option after 60 days is to transfer the app back to that team. Is it possible to do it otherwise? If not, Would the other account need to re-enroll in the Developer program? How long would the transfer back need to happen?
