This is still an issue. I bought one license. The confirmation page said 'Your benefits are available immediately'. So I went to my benefits page, because I needed to update my app. It said 'You do not have an active membership'. I have network problems, and websites have problems, so I figured the order didn't go through. I went back through history and submitted the order again. Still nothing. I check a few days later, and the orders aren't pending any more - both have processed through my bank to completion. Apple support would not reverse them when contacted. They asked me to fill out extra paperwork. I have contacted my bank instead.
