Afaik it's the location and settings of the device/user that will decide if they can use Apple Intelligence. Not where the app was developed.

No Apple team member here but these are my 2 cents. you could load the geometry files and compare them (old vs new scan) I haven't seen any updates to roomplan in the versions 27 for now good question no idea why would you want to do this? 3
