I have an app where you can top-up dollar balance and buy stuff with it or withdraw it. In-apps are absolutely inappropriate and unusable for this case, especially for paying VAT from the payments as it is just top-up, no real transaction is happening in time of putting money in your account.
In addition the credit is used cross-platform also for web and Android application.
If we remove adding funds by credit card altogether on iOS app and allow it only from web with no CTA pointing to the web in the app, shall it pass through review? I know nobody can but sure about this, I just want your opinion that could be based on your previous experiences.

I applied for App Store Small Business Program and it has not been approved yet.
Before it is approved, I believe all fees from consumable in-app purchases have fee set to 30 %. What confuses me is the table containing all tiers is showing different fees for different currencies.
I'll provide an example from the table for Tier 1:
United States (USD): Price: $0.99, Proceeds: $0.84 (15 %)
Czech Republic (CZK): Price: 25,00 Kč, Proceeds: 17,56 Kč (30 %)
My question is:
Does App Store Small Business Program 15 % fee rate apply to all currencies? Once approved, will it apply to Czech Republic (CZK) as well?
Additional sub-question:
Even though the app has not been approved for App Store Small Business Program yet, why does it state 15 % fee rate for United states (USD), while stating 30 % for other currencies?

I have read App Store Review Guidelines many times, I just wanted to ask to share your own experience with following use-case.
I have app for selling digital content (photos).
In-app purchases are really not suitable for this kind of app, as people are selling content to each other and they are the ones receiving the money for the content. Every user has its own balance and can top-up it up or withdraw the money to real bank account.
Users are able to top-up their account balance from the website-based app. I am thinking about removing the option to top-up the balance in App Store app altogether, with only informative text claiming you must visit app's website to obtain more info about topping-up the account balance, without using links or other CTAs.
Does the rule 3.1.3(a) “Reader” Apps apply for this case? If so, is it still possible to use your account balance to purchase digital content? OR
If you cannot purchase digital content using your account balance, is it still possible to at least offer digital content via App Store application without implementing IAP (meaning user is requesting something, not making any credit (money) yet)?
If Apple sees some kind of account balance in user's profile, will it demand implementing IAP in all cases?
