Oh My god, thank you! it was a trust issue, I had apple root certificate set to always trust. I tried to change the trust in keychain acess, but it would always revert back to always trust, I deleted it redownloaded an installed it with defaults and stapling started working. I now have a fully signed and stapled application. thank you again!
