We are also experiencing this since late January 8th 2021 (CET), from less than five up to twenty of such responses per hour. In a few cases it even results in not being able to verify receipts with newly purchased IAPs at all in a reasonable time frame, therefore killing our onboarding-purchase-flow and leading to increased user complaints (since, in contrast, the App Store / StoreKit communication is not affected, i.e. purchases generally go through).
Filed a bug via feedback assistant as well. Hope to hear some news on this soon.
