It happens to me, I can make it work again by doing File > Packages > Resolve Package Versions. But it is a hassle anyway. To be honest it's actually an improvement over what I experienced before Xcode 15.3 which was packages being stuck resolving all the time.

Although it sure is a handy feature for most people, we absolutely need a way to disable this behavior
