I get same problem in Russia. I try to pay to my company ADP from iOS app, but always get error "Unable to Continue. Please ensure your device and iCloud account meet our system requirements. Visit https://developer.apple.com/support/app-account/".
At last i delete developer app from my iphone and try to reinstall it. I find that i have never used company apple ID to buy anything from AppStore. After that i make proper settings for buying from appstore from my company's Apple ID (for purchases in Russia i use MTS phone account) and ADP subscription in ios app starts working normally (8999RUB)! So i finish it in one minute!
