I am in the exact same boat. I enrolled 5 days ago and completed my payment using mobile carrier billing. I also uploaded my ID documents successfully, but my account is still stuck on "Pending".
I opened a support ticket regarding this issue a few days ago, but there has been absolutely no response. It is really frustrating to see that so many people are experiencing these delays without any clear communication from Apple. Let me know if you guys find a solution!
