Thanks for this information, I was able to regenerate the provisioning profile and the upload was authorized on App Store Connect for TestFlight. I did have both capabilities (Family Controls Development and Distribution) checked for both my app IDs. I also tied with automatic and manual signing prior posting to the forums. I had exhausted all my options. Thanks for your answer and I'm glad to get past this roadblock... Have a great weekend.
